About the Plan Review

The Municipality of Clare is in the process of revising its Municipal Planning Strategy (MPS) and Land Use By-law (LUB) to guide, influence, and manage positive change in the Municipality over the next decade.

The current MPS has a limited scope in terms of comprehensiveness; it only addresses a few specific land use issues and does not cover all Statements of Provincial Interest. The last updated MPS for Clare was adopted in 2010 to establish Municipality-wide policies.

Recent changes to Provincial legislation necessitate the Municipality to review and update the MPS and LUB to ensure a suite of minimum and mandatory planning requirements related to drinking water, flood risk areas, agricultural land, infrastructure, and housing are met throughout the municipality.

We are adopting a comprehensive and extensive approach to the plan review to navigate several largely uncharted areas for the Municipality. Specific areas that must be explored and addressed as part of the new MPS and LUB include residential lands, coastal zones, forestry and agricultural land, commercial and institutional areas, municipal services, highway interchanges, transportation links, water features/flood prone areas.

Our Document Library includes the existing MPS and LUB undergoing review as well as area plans applicable to communities within Clare Municipality and special studies that will be considered in the MPS and LUB review process.

The Municipal Planning Strategy (MPS) contains a vision statement with goals and objectives for The District of Clare and policies that guide development by land use.

The Land Use Bylaw (LUB) implements the MPS. It includes requirements for development for each land use, standards that guide infrastructure development.
